FWIW, my vote goes to the in house baked cookie at Pusateris' Yorkville location.
Not only are the cookie very tasty, they get bonus points for the flavours like Bitter Chocolate & Valencia Oranges, White Chocolate Pistachio.
Each tray is only about 3.50 for 8 little cookies.
