Call the National Import Service Centre and ask them. Go further and get them to send you the appropriate documents if you feel it necessary. At the border if you come up to a CBSA agent (who are also supposed to clarify issues with NISC) who isn't willing to budge you have the right to ask to speak to a supervisor immediately and it has to be granted. Get them on the phone with NISC and have them sort it out. I can't speak to your anecdote and I'm not 100% clear on butter regulations but for potatoes as long as they are commercially packaged you do not need any type of license or other documentation. I'm not sure why you have the problems you do. I've never had an issue bringing stuff I want back.
