My search turned up the same company, which is located in the Hunter Valley, NWS, Australia, one of Australia's finest wine growing areas. I emailed my friend and he reported back that it was called Cintra Estates Carmelized Red Wine Vinegar and cost about $15/bottle. I tried to buy a bottle before I left but it was sold out. I googled Cintra and they are also located in the Hunter Valley. Their products are available there online at http://www.qfdeli.com.au/index.php?manufacturers_id=192. I couldn't find a website for the company, except a facebook page (but I'm not on facebook). They even make a carmelized chardonnay vinegar.
I had never heard of carmelized wine vinegars but the dressing he made from them was superb (using olive oil, sea salt and pepper). He's a foodie and told me that one could by dissolve caster sugar (a fine grind of granulated sugar) into red wine vinegar as you needed in small quantities for immediate use, but I can't think it would taste the same if it was that easy.
Both companies do export and I am going to contact them to see if they have any distributors in Canada and report back.
