My friend lives right around the corner from there at the Pantages so we are always doing recon on the Santouka line.
Honestly, it's always there and always pretty long but the less people you go with, the faster you will move through it.
There was one time, when we went at about 10:30 pm (AFTER drinking, which may or may not have been a good idea...) and there was only a 5 minute wait to clear a table for us... but it was still rammed.
Also, give Ryoji a try! Different part of town, but I think it's worth the saunter. The actual izakaya food isn't so good but good enough for you to pick a side or two to go with your NORMAL HUMAN BEING-sized bowl. Not that you'd need one: the noodle refills are bottomless.
