That's not much of a budget to work with so plan on just cold food items and pop without china, tables and chairs, etc.
I'd try Pickle Barrel as they deliver. Grocers like Longo's all do a decent job. Many neighbourhood Italian restaurants can also provide budget friendly catering.
Beware of cheap hot food. It can be very hazardous.
