Agree, Harbourfront is a bit of a restaurant wasteland.
I agree with kwass, it's best to walk/taxi/TTC towards Kensington or St Lawrence Market.
At SLM, I recommend Sausage King's sausage on a bun, the Bifana sandwich (a spicy pork sandwich) and pasteis de nata from the Portuguese place. Maybe not gourmet, but cheap and tasty.

I guess Petit Thuet would be an option for a place downtown selling French snacks.
Maybe Jules on Spadina near Queen. Most of the French options near downtown are full service restaurants, rather than places that would sell $4-$8 French snacks-to-go.
Le Select is a decent French restaurant within a 20 minute walk of Harbourfront, but it's not especially cheap.Le Paradis is cheaper, but further, so you'd be paying for a taxi or ttc token. There's also Le Kensington bistro in Kensington Market, which is decent, and not too expensive.

Check out El Trompo, also located in Kensington Market, as well as the Latin American stores in the Market.
